Provably fair proves one thing

A real system commits to a hidden server seed (usually by publishing its hash) before you bet, lets you set a client seed, increments a nonce, then reveals the seed so you can recompute the round. If the hash matches and the math matches, the operator did not change that round after you wagered.

That is the whole guarantee. It does not prove:

A site can be perfectly fair on crash and still empty its skin bot. rustgambling.site scores the presence of a runnable verifier, not “this casino is safe.” If an operator only prints the phrase with no hash, seed, or calculation, that field scores low.
